Please make sure to sign into your account the same way on both devices. If you've been using 'Sign in with Apple' option on your iPhone, use the same 'Sign in with Apple' on your Mac too. This is important because 'Sign in with Apple' and 'Sign in with email' sign up options normally create different accounts (i.e. if 'Hide My Email' option is selected during the 'Sign in with Apple').
For further assistance, please drop us screenshots of the Settings > Account page from both your devices. We'll see how to assist you on resolving the issue and/or merging your accounts.
