App won’t install

The app had the install cloud under it as if it had an update or hadn’t been used for awhile, though I use it frequently. When I tap it, it says “installing” and does a complete clockwise load, but at the end, the cloud is still there and when I try to open the app, it goes through the load again. I’ve restarted my phone. I’ve tried several times as I needed a list earlier today never was able to open. Help!
